PLANNING

The Alton Society sub-committee, the Built Environment Group (BEG), takes the lead on reviewing and commenting on Planning Applications in Alton. A member of the Alton Society’s committee endeavours to attend important planning meetings being held either at Alton Town Council or East Hampshire District Council (EHDC). Alton Town Council are consultees and can comment on but not determine applications

THE PLANNING SYSTEM

The planning system is designed to protect the environment in towns, villages and countryside, while giving people and local businesses the facilities they need. It includes both local and national elements.

Local planning authorities must make a Local Plan, setting out policies for making planning decisions in their area and allocating land for development. Local Plans must be consistent with planning law and national policy and guidance.

EHDC meetings are where decision-making takes place. Decisions are the result of a democratic process and debate. The final decision is generally decided within 8-10 weeks, depending on complexity and made by open voting by councillors at the meeting.

NEIGHBOURHOOD PLANS

Neighbourhood Plans provide local communities with an opportunity to shape the development of their area by setting policies for their local planning authority.

The process involves designating a neighbourhood area, developing a plan, consulting with residents and other stakeholders, and submitting the plan for independent examination and a referendum.

Neighbourhood Plans allow local communities to address specific local issues and priorities, and to influence development in a way that reflects their needs and aspirations.

Local Government Reorganisation

Hampshire is currently undergoing a local government reorganisation to potentially replace the existing two-tier system with unitary authorities. This means that the current structure of Hampshire County Council and various district and borough councils might be replaced by a smaller number of unitary councils, each responsible for all local services in their area.
